Therefore, as the Holy Spirit says, “Today, if you hear His voice,
do not harden your hearts as in the rebellion, on the day of testing in the wilderness… -Hebrews 3:7-8
It is the Holy Spirit that was speaking in Psalm 95. The Holy Spirit was speaking in the book of Hebrews. It is the Holy Spirit that is speaking today. God’s voice hasn’t changed. He’s still speaking today. When God says something once, we ought to listen. If God says something twice, that means you’re not listening. When God says something three times, you better watch out, because God is emphasizing a pattern of behavior.
